11.1 Crash statistics11.1.1 Adequate crash statistics (24 June 1991)An adequate data base should be available to ensure proper consideration is given to road safety in road design and counter measure implementation.11.1.2 Measures of road trauma (24 June 1991)Casualties rather than fatalities should be used as the primary measure of road trauma.11.1.3 Road crash casualty recording system (24 June 1991)Medical and crash data bases should be integrated to improve the quality of available road trauma information.A national data base, including details of casualties and casualty crashes, should be developed for each State and Territory using common definitions to allow aggregation and comparison. It should allow, as far as possible, for international comparisons.11.1.4 Property damage crashes (24 June 1991)Information on as many property damage crashes as possible, including information from insurance companies, should be recorded for the early identification of hazardous road locations.11.1.5 Road location statistics (24 June 1991)The quality, reliability and accessibility of crash related data should be improved to identify high crash locations, times and offences.Well planned, rigorous and co-ordinated research is the key to effective road crash and casualty reduction.Research should be directed at the relative contributions of factors involved in crashes and the identification of those factors likely to be realistically influenced by crash countermeasures.Crash and injury countermeasure programmes, once developed, need to be evaluated in terms of cost effectiveness and introduced on a pilot basis before deciding upon large scale implementation.The use of techniques to identify and correct potentially dangerous locations and further development of such techniques should be part of the road crash countermeasure process.Existing countermeasures should be continually reviewed to enable refinement or deletion where necessary. |
